Buildings
Department has existed for more than 3 decades as a pioneer
government organization responsible for the design and
construction of public buildings in Sri Lanka. This
organization has now become one of the first government
departments to develop a Corporate Plan to make the department
entrepreneurial and innovative in the changing economy and
technology. The department also has begun to redefine its role
and mission statement and now carries a specific reference to
project management and technical accountability aspects.
The Vision
To be the technical authority in building works ensuring the
public sector organizations possess safe, economical,
sustainable and elegant built environments to deliver high
quality services to the nation.
The Mission
To provide excellent services for the development of public
sector building works by provision of architectural design,
engineering design, construction, maintenance, project
management and technical assistance ensuring technical
accountability, quality, economy, functionality and soundness
for the total satisfaction of the stakeholders by a team of
dedicated multidisciplinary professionals.
GOALS
1. Be the Authority in building works for the State Sector to
ensure technical accountability
2. Achieve highest level of participation in Government
building works
3. Be the Project Manager for the Government on building works
4. Ensure continuous professional development of all
disciplines and achieve higher managerial skills
5. Improve productivity in all sectors of the Department
SWOT Analysis
STRENGTHS
The availability of multi-disciplinary group of professionals
employed by the state is the highest strength of the
Department of Buildings. At present the divisional offices are
located at every strategic place covering the entire country
so that the department officers could be deployed very quickly
for the assistance of any government organization. The
department is provided with some minimum funding and as a
result professional advices with some financial assistance to
government organizations in building space problems could be
extended at disaster situations. The department can undertake
work at very low overheads as we are a government department.
WEAKNESSES
Rigid rules and regulations have affected the delivery process
of work programmes and Information and Communication
Technology will be used to overcome this situation.
OPPORTUNITIES
Functions and responsibilities of the department is well
described in the Financial Regulations so that any Government
Ministry or Organization using consolidated fund for the
construction of buildings or maintaining existing buildings
can obtain the services of the Department without following
any selection procedures. The responsibility of building
construction programmes can be maintained throughout its
lifetime since we are a government department. Most of the
time we work with in house permanent staff so that deployment
of staff to work under extremely high security and
confidential areas is possible.
THREATS
The Department is compelled to follow government procedures
which are time consuming whereas the private sector is not
bound by any regulations. As a result government organisations
prefer to use private sector in implementing building
programmes.
